அன்பார்ந்த தோழர்களே ! தோழியர்களே !! வணக்கம் !!!
நமது தமிழ் மாநில அஞ்சல் மூன்று சங்கத்தின் கோரிக்கையை ஏற்று இன்று நமது அஞ்சல் மூன்று பொதுச் செயலரும் சம்மேளன மாபொதுச் செயலருமான தோழர் பராசர் அவர்கள் MEMBER(P) மற்றும் MEMBER (TECH ) இருவரையும் FNPO பொதுச் செயலருடன் சென்று சந்தித்ததாலும்,(இடையில் மூன்று நாட்கள் நிர்வாக அலுவலகங் களுக்கு விடுமுறை என்பதால் நம்முடைய பொதுச் செயலர் DTE செல்ல இயலவில்லை )
நம்முடைய கடிதம் ஏற்கனவே இலாக்காவுக்கு அனுப்பப்பட்டதாலும் ஏற்பட்ட முன்னேற்றம், அதன் தொடர்ச்சியாக இலாக்காவில் இருந்து அளிக்கப்பட்டிருக்கும் ஈமெயில் நகல் கீழே காண்க.
ஏற்கனவே கடந்த 24.3.2016 அன்று சென்னையில் நடைபெற்ற நம்முடைய மாநிலச் சங்க நிர்வாகிகள் கூட்டத்தின் முடிவின்படி , இந்தப் பிரச்சினை தீரவில்லையானால் இதர சங்கங்களையும் கலந்துகொண்டு ஒரு வேலை நிறுத்தத்தில் ஈடுபடுவது என்று முடிவு எடுக்கப்பட்டது குறித்து அன்றே SMS அனைத்து கோட்ட/ கிளைச் செயலர்களுக்கும் அளிக்கப் பட்டது தெரிந்ததே. நம்முடைய பொதுச் செயலருக்கும் இந்த செய்தி தெரிவிக்கப்பட்டது.
அதன் அடிப்படையில் அஞ்சல் நான்கு மற்றும் GDS சங்கத்தையும் அவர்களின் பிரச்சினைகளையும் சேர்த்தே போராட்டம் நடத்திட நாம் அணுகியுள்ளோம். கூட்டத்தின் முழு விபரங்களை அடுத்த செய்தியில் வெளியிடுகிறோம்.
நாம் எடுக்கும் ஒவ்வொரு நடவடிக்கையும் வலைத்தளம் மற்றும் ஈமெயில் , SMS மூலம் உடனுக்கு உடன் அனைத்து நிர்வாகிகள் , செயலர்களுக்கு அவ்வப்போதே தெரிவிக்கப்படுகிறது. முகநூலிலும் அவ்வப்போதே பொதுச் செய்தியாக பகிரப்படுகிறது.
பிரச்சினையில், இலாக்கா உயர் அதிகாரிகள் அளித்த கீழே காணும் ஈமெயில்படி, முன்னேற்றம் ஏற்படவில்லையானால் அஞ்சல் மூன்று மாநிலச் சங்க முடிவுகளை தேவை ஏற்படின் தனியாகக் கூட அமல்படுத்திட இந்த மாநிலச் சங்கம் தயங்காது என்பதையும் நம்முடைய நிர்வாகிகள், செயலர்கள் மற்றும் உறுப்பினர்களுக்கு தெரிவித்துக் கொள்கிறோம்.
கடந்த ஆண்டில் 26.3.2015 அன்று , 30 ஆண்டுகள் இடைவெளிக்கு பின்னர் தல மட்ட கோரிக்கைகளுக்காகக்கூட வேலை நிறுத்தம் நடத்திய உறுதி மிக்க மாநிலச் சங்கம் இது என்பதை நாம் தெரிவித்துக் கொள்கிறோம். எந்தக் காலத்திலும் பொறுப்பில் இருந்து ஓடி ஒளிந்ததில்லை நம்முடைய மாநிலச் சங்கம் .

FUNCTIONING OF CBS
Today on dated 28.03.2016, Com. R.N. Parashar Secretary General NFPE along with Com. D. Theagarajan Secretary General FNPO met with Shri V.B. Sudhakar, Member (Technology) and Shri Ashutosh Tripathi, Member (Personal) and apprised of the worst situation being faced by Postal Staff due to CBS.
After detailed discussion, the following remedial measures have been declared by the Department.

In response to your concerns regarding CBS functioning, I am directed to inform the following:
1. Two to three levels of EOD will be done centrally from CEPT, Mysuru from 1st April, 2016.( இது தமிழகத்தில் ஏற்கனவே நமது போராட்டத்தின் மூலம் நாம் பெற்று அமலான உத்திரவே )
2. Two additional servers are being provided at the Data Centre today so that additional load can be absorbed. (ஏற்கனவே இருக்கும் SERVER தனது CAPACITY ஐத் தாண்டி வேலை செய்ய வேண்டி உள்ளதால் புதிதாக இரண்டு SERVER கள் DATA CENTRE இல் வைக்கப்படும் )
3. The Business Continuity Plan (BCP) has been permitted by the FS Division from 23.03.2016. This will enable operations to be done across the counter.
4. An Emergency Response Team (ERT) has been constituted at CEPT, Mysuru to deal with outages.
5. A top to bottom review of the Application is being undertaken to ensure smooth operations.
Your co-operation is sought for effective implementation of CBS.

JCA LEADERS MEETING ON 28.3.2016 WITH DEPT. ON PAYCOMMISSION ISSUES AND ITS OUTCOME
MONDAY, MARCH 28, 2016
Today on dated 28.03.2016 a meeting of Secretary Generals of NFPE , FNPO and BPEF was held with the DDG(P) (Nodal Officer of Department with Pay Commission Implementation Cell) , DDG (Estt) and DDG(SR)at Dak Bhawan, New Delhi.
A detailed discussion took place on the demands mentioned in the Memorandum submitted to Secretary (Post) for modification. We emphasized that all demands should be achieved.
We demanded upgraded pay scales for PA, SA, Postman, Mail Guard, MTS, MMS (All categories), Admn, SBCO, Postal accounts and Civil Wing staff etc.
Next meeting with Empowered Committee under Chairmanship of Cabinet Secretary will be held on 30.03.2016 at Cabinet Secretariat, Committee Room, Rashtrapati Bhawan, New Delhi.

The kind attention of CPMG, TN is requested to the references cited, wherein during last year, it has been instructed to all the sub ordinate offices that , no CBS offices will do any transactions on 1.4.2015 and Salaries/pension should be credited on 4.4.2015 only in SB Accounts. This because, the yearend EOD process cldn’t be completed, when there is about 10,000 offices migrated. Now the migration figure crosses 21,000 offices, besides there is snail phase access in Finacle throughout the country for the past 20 days. Hence crediting the salary and pension is not possible on 1st April, 2016.
It is to note that, as per the Statutory rules of the Dept. and as per the reference (2) cited, pay and allowances are earned and shall be due for payment on the last working day of the month to which they relate and the pay and allowances for the month of March shall be paid on the first working day of April.
Further, as per the orders of Dte. cited under reference (1) , all Govt. servants of Department of Posts are permitted to receive their salary by direct credit to their Bank accounts or in cash or by cheque at their ‘option’.
Hence, it is requested that necessary action may kindly be taken so as to issue suitable orders to the pay drawing and disbursing authorities, for making payment of the pay and allowances of the working staff by cash through Roll payment on 1.4.2016 itself and pension manually, instead of crediting the same into their PO SB on any subsequent date. When we have raised the matter during last year, this was ordered by the then CPMG, TN , Karnataka and Andhra Circles. This is for your kind information and speedy action.

The under mentioned item of subjects are proposed to be placed for discussions during the ensuing four monthly meeting slated to be held on 27.4.2016. The same may kindly be entertained.
The old items of the FMM dt.18.12.2015, which were not treated as closed and not settled till date may also be taken up for discussions.
New items :-
1. Non grant of TA advance to the officials deputed for any purposes, for the past several
years in many Division and nonpayment towards the TA bills submitted for long. For eg. In Tambaram Division, no advance of TA is paid for long and payment is not made for the deputation made on CBS Squad. In Tirunelveli and Sivaganga Divisions, payment is not made to the TA Bills already submitted and pending since the year 2012. Cases already taken up in the Regions but not settled.
2. Request for supply of duplicate copy of service books by Head of Offices vide Rule 257 (2), (3) & (4) of GFR 2005. As per this rule, service books should be maintained in duplicate and second copy should be given to the employee and in each Jan. of the year this should be updated and returned to the employees. In order to carry out this, Xerox copy may be supplied to the employees upto the period 31.12.2015 and thereafter the information may be updated annually. This is very much essential, since in many Divisions service book entries are not updated, due to non issuance of leave orders/earlier confirmations resulting in many problems in LSG promotions/ leave accounts/leave encashment.
3. Non adherence of RT guidelines in many Divisions under Central Region. The SB tenures, which has been fixed as 5 years, as per PO SB Manual Vol. I, Chapter I Rule 5 (iv) and Rule 6, under S.B. Allowance scheme, the maximum tenure in the S.B. branch is 5 years inclusive of the period during which the official had worked in this branch prior to the introduction of the scheme in Head Office and bigger sub offices. This has not been amended till time and only consolidated guidelines to the rules are given by the Dte. vide their circular dt. 31.1.2014. Also, the period of deputation / temporary transfer beyond 6 months have been irregularly counted for tenure purposes against the orders of the Dte. Further the LR period should not be taken into account for counting the period of tenure as the rules provided under Postal Man. Vol. IV. These are not adhered in many Divisions in Central Region. Request for kind and immediate intervention.
The following office bearers will be attending the meeting. Necessary arrangements may kindly be made for granting special CL/Relief to them.
